NAICS Code: 812930 REQUEST FOR QUOTATIONS STATEMENT OF WORK (SOW) RFQ-DC-06-0037 PARKING AND GARAGE SPACES The U. S. Environmental Protection Agency (U. S. EPA), Office of Acquisition management, Headquarters Procurement Operations Division (HPOD) is seeking a small business capable of providing eleven (11) reserved parking spaces for government-owned vehicles for the support of the U. S. EPA/Criminal Investigation Division, One Congress Street, Boston, Massachusetts 02114-2023. The period of performance is January 1, 2006 through December 31, 2006. The vendor must be capable of providing these secured reserved underground parking spaces within two (2) -block radius proximity of U. S. EPA Criminal Investigation Division office space. The vendor must have the capable to provide covered parking seven (7) days a week with the owners having twenty-four (24) hours accessibility to their vehicles. Parking for these vehicles needs to be in close proximity of the office for quick departure for investigation of environmental crimes, gatherings of evidence, and meetings at U. S. Attorneys' Office and other Federal, State, and Local Departments. The U. S. Environmental Protection Agency intends to award a firm-fixed price purchase order, and services must be delivered on or by January 1, 2006. The services NAICS code is 812930. All quotes must be inclusive of taxes/fees, and warranties. Evaluation Criteria This procurement is being conducted using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The Government will award the purchase order based upon "best value" methodology using the following evaluations factors. For this requirement, all evaluation factors other than price, when combined, are significantly more important than price. The evaluation criteria, which are in descending order of importance, are as follows: Factor 1: Technical Capability. Demonstrated ability to perform the tasks stated in the SOW. The soundness of the Vendor's proposed methodology to accomplish the tasks in the SOW. Factor 2: Past Performance. Relevant past performance with particular emphasis timeliness, responsiveness, professionalism, and cost control. Please submit at least three customers who have occupied your facilities within the past two-years. Provide the names of the customer, and a phone number or email address with your quote. Factor 3: Price.
