Description

The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a cost plus fixed fee contract to L3 Communications Integrated Systems, Joint Operations Group, Alpheretta, GA for the installation of various avionics equipment/systems on CH-46E aircraft at Camp Pendleton, CA. This effort includes, but is not limited to, replacement of the automatic flight control harness (AFCH), aircraft survivability equipment (ASE) upgrade, aircraft integrated maintenance system (AIMS) airframe change, generator power wire upgrade, permanent magnet generator (PMG) wire upgrade, and crew chief and observer seats upgrade. This contract will be awarded on a sole source basis to L3 Communications Integrated Systems with a period of performance of six months with one three-month option to allow sufficient time for competition of the requirements to take place. The statutory authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(2) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, (a)(iii)(B) only one responsible source and no other supplies or services will satisfy agency requirements, unacceptable delay in fulfilling the agency?s requirements.
