- The Government intends to make a sole source award to J2 Global Communications, Inc. using commercial item procedures. The Military Sealift Command (MSC) requires a web-based subscription which provides access to a searchable database that includes parts availability for the operation and maintenance of various classes of MSC Fleet of ships.
