Description
SOURCES SOUGHT MINORITY SERVING INSTITUTIONS (MSI) AND EDUCATIONAL PARTNERSHIPS ONEDOT MSI STUDENT POST-SECONDARY INTERNSHIP PROGRAMS The Department of Transportation (DOT), Office of the Secretary of Transportation (OST) plans to issue a Request for Proposal (RFP) to provide administrative support services for the ONEDOT Minority Serving Institutions (MSI) Internship Program (IP). These services include recruitment of students attending minority serving institutions of higher education; an intern selection process; arrangement of housing and travel; ONEDOT MSIIP is offered to DOT Operating Administrations (OAs) during the spring, summer fall and winter semesters. The program is administered by the Office of the Secretary, Departmental Office of Civil Rights (DOCR), Internal Policy Division, MSI and Educational Partnerships staff. The services to administer the ONEDOT MSI/IP are as follows: Recruitment: Recruit students from targeted institutions and ensure that all qualified students have access to internship application materials, have an effective on-line electronic application process for students and an on-line database of qualified students for review of hiring offices. Application Processing and Evaluation: Receive, process, and evaluate all completed applications prior to referring the applications to DOT. The evaluation process will consider the students? educational background (GPA of 3.0 or higher), campus activities, community activities, employment experience. Internship Requirements: A student must meet the criteria to receive consideration (i.e., be a United States Citizen; enrolled in a Minority Serving Institution, or enrolled in an institution of higher education serving minority affiliates. Student Referrals: Refer the DOCR MSI staff or OA requesting interns, either to the on-line database of qualified students to make a selection, or fax a minimum of three completed application packages per position and maintain a list of the student applications sent to each OA. Student Notification: Prepare and deliver selection notification letters, extending offers of employment to selected students. Tracking/Data: Establish and maintain a computerized database of student interns selected for participation in the ONEDOT MSI/IP. Intern Training: Provide student training, networking, and enrichment opportunities. Intern Orientations: Conduct an orientation and activity session for students interning in the Washington, D.C., metropolitan area. Performance Evaluations: Coordinate intern performance evaluations with each intern?s supervisor. Personnel Administration: Provide all personnel and administrative services for the interns. Students with Special Needs/Accommodations: Ensure that students with disabilities are provided with reasonable accommodations as appropriate. Field Excursions: Plan field trips for participating interns in partnership with the ONEDOT MSI/IP. Student Transportation: Provide student transportation subsidies (i.e., Metro cards or bus passes) to travel from housing to work site. Housing Arrangements: Arrange housing in a safe and well populated neighborhood/environment (no remote locations), easily accessible to public transportation and to the intern?s work site within a reasonable commuting distance. Logistics: Provide logistical support upon the intern?s arrival to the Washington, DC area, and transport them to pre-arranged housing and orientation session(s). Each offeror shall assume that each intern?s point of destination is Washington, D.C. and its point of origin is either one of the following four regions. (1) Eastern Region (east of the Mississippi), (2) Midwest Region (west of the Mississippi to the Rocky Mountain), (3) West Coast (west of the Rocky Mountains) and (4) OCUS (Hawaii, Puerto Rico, Alaska) and (5) South . Award of an 8A fixed-price contract with a one year base period and four one year option periods is anticipated. At this time, we are seeking capabilities statements from 8A Contractors Only. Please indicate if you are an 8A, HubZone, Veteran Owned or Service Disabled Veteran Owned business. A decision on the acquisition approach (i.e., full and open competition versus an 8A or other set-aside competition) has not been made; a combined synopsis/solicitation will be issued once a determination has been made. The solicitation will ultimately be distributed electronically via the Government?s electronic posting Web site at http://www.eps.gov under the Department of Transportation, OST, Acquisition Services. This synopsis is for information and planning purposes only. It is not a notice of a solicitation, and does not constitute a Government agreement to contract. Interested sources must submit the firms name, address, phone number, contact name, business entity (i.e., large business, small business, 8A, HubZone, etc., under NAICS 561611, 541612, 541613, 541614, 541618, 541690, or 611710) and a brief description, not to exceed 2 pages, explaining how you meet the requirements of this synopsis. Additionally, please identify whether you hold a GSA/GWAC schedule. Large business, small and disadvantaged businesses are encouraged to team in support of one DOT contract. Responses are required by 2:00 pm on Wednesday, November 10, 2005 and should be submitted via electronic mail to Phaedra.Johnson@dot.gov.
