- Description
- The Western Area Power Administration (Western), Upper Great Plains Region, Montana Maintenance Office intends to issue a purchase order on a sole-source bases to General Electric (GE) under the authority of FAR 6.302-1. The requirement is for a study to be performed by GE for modification and re-calculation of the Electromagnetics Transient Program (EMTP) for Western???s Miles City HVDC Converter Station. GE designed and constructed the Miles City Converter Station. The converter station is a highly complex system with complicated and involved interactions among its components. The study is to determine if the existing S&C circuit switchers could be replaced with breakers that provide point-on-wave switching. Western needs to perform critical equipment updates and additions to the Converter Station, which require a modification to and re-calculation of the EMTP study before designs can be started. A critical step in the design was the EMTP study of how these components interact and their effect upon the high voltage power systems. GE has exclusive knowledge of and experience with this system???s design and operation and with the EMTP setup and parameters unique to this converter station.
