Description
The US Army Corps of Engineers intends to issue a Request for Proposals (RFP) for multiple award contracts to perform Operations and Maintenance services for the Afghanistan National Army (ANA) installations throughout Afghanistan. The country has be en divided into three separate areas: Area 1 consists of Kabul, Jalabad and surrounding area, Area 2 consists of Mazar-e-Sharif, Hirat, Laskar Gar, and Area 3 consists of Gardez, Qalat, Kandahar and Khost areas. Most installations are in different stages of completion and will require O&M services within the next 6 months to a year. Only Area 1 (Kabul) will have diesel fuel delivery services to all small fuel tanks (ranging from 500 to 3,500 gallon storage tanks). Fuel delivery services not required for area 2 and 3. This solicitation also provides for a comprehensive apprenticeship program and limited pest control. The O&M services solicitation covers 100% of the labor required for facilities operations, repair and maintenance. The Contractor is requi red to provide a software package to capture, consolidate and manage all of the O&M services performed. The Government will evaluate the proposed system for compatibility with all systems throughout the AED. The AED shall provide a reimbursable allowance to purchase all replacement equipment and parts. Although operations and preventative maintenance are part of this solicitation, new installation of major plant equipment and such as an electrical generator and HVAC equipment is not included. The solici tation also covers emergency and trouble calls after normal business hours. The contractor shall provide at no additional cost to the AED, all predictive testing and maintenance and preventative maintenance services including all minor maintenance material s as belts grease and filters. The contract period will have a maximum of 3 years, including a 1-year base period and two additional option periods of one year each. The estimated value of this contract is under $80,000,000 over a three year period. The contract will be awarded to the offeror who represents the best value based on the following technical/non-price evaluation factors: Management concepts, technical capabilities, experience, past performance and use of afgan labor. These factors will be e qually weighted but taken together are more important than price. The prices in the pricing schedule will be evaluated for completeness and reasonableness. The contractor may be required to have personnel available for duty within two weeks of the award of the contract. The solicitation will be available on or around 11 May 2005.
