- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement (AND UPLOADED SOLICITATION) constitutes the only solicitation. The Department of State, Office of Overseas Building Operations, Iraq Program Coordination Office (IPCO) has an immediate need for 15 engineers to oversee construction activities at the new embassy compound in Baghdad, Iraq. See the uploaded solicitation on this site. This requirement is a 100% HUBZone small business set-aside.
