Description
FEDERAL BUSINESS OPPORTUNITIES DATABASE DESIGN, DEVELOPMENT AND SUPPORT SERVICES Naval Air Warfare Center (Aircraft Division) Patuxent River, MD, Code 4.2 has a requirement for managing its information resources via database design, development and support services. Support includes but it not limited to ADP database systems, design, development deployment, configuration management and site based maintenance support on micro and mini legacy systems at the Naval Air Systems Command (NAVAIR) and Naval Air Warfare Center Aircraft Division (NAWCAD). It is anticipated that a sole source, Time and Material award, using the authority under FAR 8.4 . This is a notice of intent to request a quote from and negotiate with MIL Corporation, 4000 Mitchellville Road A210, Bowie, MD 20716-3177, on a sole source basis. The requirements are broken into the following 4 Tasks: Task 1: Provide Database Design and Development Support. Provide design and development support for new 4.2 databases known as 4.2 Resources in a database that uses a combination of MS Access and MS Excel. Provide Web enabled capability for selected databases using Cold Fusion or other appropriate software. Provide database security for both read only and modification users. Data is government sensitive and therefore must have the security levels designed in from the beginning of the transition of the database. Provide documentation and testing, and when required, transition data from one system to another. Task 2: Provide Maintenance Support. Maintain the current and newly deployed databases and respond to database trouble reports within four working hours. Ensure compatibility of new databases and upgrades with other existing information systems, as required such as MS Visual Basic which updates the 4.2 Cost Analysis Tool Kit. The 4.2 Cost Analysis Tool Kit contains three components: NAVAIR Escalation Pak, 4.2 approved Net Present Value and 4.2 approved Learn Curve methodology. Task 3: Provide Training Support. Provide user training to 4.2 personnel and others for all new databases and existing databases, as required. Provide appropriate documentation on use of all databases and software tools (e.g. inflation tool). Task 4: Provide Technical Advisor Support. Work with other members on NAVAIR/NAWCAD database teams, advising on access and automation issues. Advise when standardization of database structures is appropriate. The following deliverables that will be furnished are: Maintenance of, and minor modifications to the existing AIR-4.2 databases and software tools (e.g. HAPCA, propulsion, inflation tool). Development and documentation of new databases and software tools identified by AIR-4.2. (e.g. Cycle-Time database, data tracking system). Migration of selected databases and software tools to the Web. Changes to the functionality of databases brought on by NMCI and/or MS Office 2000. Project Status and Funds Expenditures Reports. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses shall be considered by the Naval Air Warfare Center, Aircraft Division, Contracts. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
