- Bid Due Date: All Bids are due in not later than 22 December 2005/1:00pm, West Coast Time. This proposed contract is unrestricted. Project Title and Location: Indefinite Delivery Type Requirements contract for Emergency Levee Repairs South of I-80, Sacramento/San Joaquin River Basins, California. This proposed contract is unrestricted. Job Description: Indefinite Delivery Type Requirements contract for Emergency Levee Repairs South of I-80, Sacramento/San Joaquin River Basins, California. The intent of this contract is to provide a rapid response for the repair of levee breaks or potential levee breaks based on the work items identified in the pricing schedule. The contractor must be able to mobilize to the site of the emergency repairs within 8-hours of notification by the Contracting Officer that a Task Order will be issued against this contract. The contractor shall be prepared to do all repair work under the Task Order on a 24-hour-a-day basis until the work is completed and shall have available adequate lighting equipment and electrical generators in order to keep the site fully functional during th e night. The contractor must be able to fully mobilize and respond to a minimum of two different sites simultaneously. Deliveries or performance dates/schedules will be established by Task Orders. Initial contract will be for 1-year with 3-option year periods. There is no minimum guarantee. Yearly value of the Base Year = $10,000,000.00 maximum. Yearly value of Option Year 1 = $10,000,000.00 maximum. Yearly value of Option Year 2 = $10,000,000.00 maximum. Yearly value of Option Year 3 = $10,000,000.00 maximum. The work covered by this contract does not include work for which a solicitation has appeared in the EBS program. It does not include work for which a PIR has been initiated. It does not include work for which a PCA has been proposed or consummated. It inc ludes work responding to events occurring or conditions discovered after award. ESTIMATED PRICE RANGE OF PROJECT: $25,000,000.00 and $100,000,000.00. NAICS Code: This procurement will be conducted under FSC Code Z299, Sic Code 1629, and NAICS Code 237990. The size standard for this NAICS codes is $28,500,000.00. Subcontracting Opportunities: Large businesses competing for this project must comply with FAR Clause 52.219-9 regarding the requirement for a subcontracting on the part of the work it intends to subcontract. The recommended goals for subcontracting are 51.2% for small business; 8.8% f or small disadvantaged business; 7.3% for women-owned; 3.1% for Hub Zone; and 1.5% for service-disabled veterans. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. Acquisition Method: The acquisition method is Invitation for Bid (IFB).
