- NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of work: Design and construct a state-of-the-art approach lighting system with sequenced flashing lights (ALSF-1) consisting of light bars encased in concrete and low impact resistant centerline approach light towers. The system will include e lectrical conduit, constant current regulators, transformers, wiring and controls. An access road and security fencing will also be provided. Site work for this facility shall include the removal of several trees in the airfield lighting project area, in stallation of an access road and extension of existing site utilities to serve the lighting system. The project site is located at the end of runway 15. Options may be included in the contract. This project will be solicited and procured using a One Phase Design Build Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if held) and in making the final best va lue determination for award. The estimated magnitude of this project is between $1,000,000.00 and $5,000,000.00 Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about 15 November 2005 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
