- DESCRIPTION OF PRESOLICITATION NOTIFICATION: Nashville District Employees Achieving Greatness and Leadership Excellence (EAGLE) and Nashville District Leadership Development Program (LDP) The Nashville District, U.S. Army Corps of Engineers (Corps) is seeking an accredited academic institution to develop a part-time individual skills and team member development curriculum for 16 Corps employees (EAGLE), and develop and administer a separate part-time leadership/management development program for 10-12 Corps employees (LDP). EAGLE participants may or may not be college educated and have experience levels ranging from newly hired to career employees with nearly 25 years of government service. Disciplines represented include science, technical, engineering, and administration. The overall objective of this program is to help these employees learn, grow, and develop so they can be effective team leaders and employees within the Corps in general and the Nashville District in particular. This academic curriculum would be a compon ent of the overall EAGLE Program, which includes in-house training, briefings, and field visits. LDP participants are typically college educated, and are mostly at, or near mid-career. Disciplines represented include science, engineering and administration. The overall objective of this program is to help these employees learn, grow and develop so th ey can be effective leader-managers within the Corps and the Nashville District in particular. The contract will list EAGLE and LDP as separate line items to allow the agency flexibility in future years. The agencys intent is to alternate years between EAGLE and LDP, but the agency reserves the right to call for both line items in a single year. This contract will be firm-fixed price for a base year with four option years to be exercised at the Governments discretion. The contractors institution must be located within a 50 mile radius of the Estes Kefauver Federal Building located at 110 9th Av enue South, Nashville, TN, 37203. NAICS Code is 611430, and the standard size is $6.M. This is not a small-business set-aside. This is a competitive solicitation which may be awarded with or without discussions. Interested parties should be registered in the Central Contract Registration (CCR) at www.ccr.gov to be considered for award. Award will be as a whole to the offeror whose proposal is considered to be the most advantageous to the Government. Award will not be based entirely upon price, but wil l also be subject to the following in descending order: 1. Program Administrator, 2. Quality of Proposed Program, and 3. Organization-Experience/Capability with similar programs. Award will be made prior to 31 December 2005 with the program to commence o n 1 January 2006. The solicitation for this requirement will be available on or about 21 November 2005.
