Description
Joint Contracting Command, Iraq-Afghanistan (JCC-IA), intends to post a solicitation to this website on or about 16 Nov 2005, for a Life Support Service contract which includes all planning, programming, administration, materials, labor, services, equipment, and incidental items necessary to manage, administer and complete the contract. The contractor shall provide: facilities (construction, management, and maintenance), billeting administration, janitorial support, laundry, design-build, minor construction, pest control, and signs. Life support will vary from location to location depending on the ability of the local commander to provide support and the availability of LOGCAP (Logistics Civil Augmentation Program) for support. Although the following services are not anticipated to be part of the initial work required under the contract, the Life Support Service contractor may be expected to include the ability to provide transportation services (to include maintenance of armored and soft skinned vehicles), supply, Reception Staging Onward Movement and Integration (RSOI), and Information Technology (IT), food service if these services are not available locally. GRD and PCO will require life support for the next several years. This Life Support Service contract will be a base (year) plus eight six-month options for a maximum period of performance of five years. It is anticipated that the PCO campus, adjacent to the GRD HQ, will be handed over to the Iraqi government within the first year of this contract. United States Army Corps of Engineers (USACE) has deployed the Gulf Region Division (GRD) to Iraq. The Division consists of three Districts and a Division Headquarters (HQ). Currently GRD has offices spread throughout Iraq. Place of performance: the majority of the work under this contract is currently anticipated in the central and northern sections of Iraq. The three largest concentrations of effort are expected at GRD HQs in the International Zone (IZ, Baghdad), Gulf Region Central District headquarters at Camp Victory (Baghdad), and Gulf Region North District HQ at Camp Courage (Mosul). This solicitation provides for full and open competion. The Government intends to award a fixed price/time and materials/cost plus incentive fee contract, with a 30 day phase in period prior to start date of award, which consists of a one year base period and eight six-month option periods. The NAICS code for this procurement is 561210, and the size standard is $7.5M. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov.
