- NOTE TO VENDORS: AFFARS clause 5352.201-9101, Ombudsman, shall be included in this solicitation and resulting contract. Work consists of repair of Meat Department Cutting Room Floor of Bldg 313, on McConnell AFB, Kansas. Contractor shall furnish all services, materials, and equipment for repair including, but not limited to, removal of approximately 1000 sq. ft. of existing monolithic resinous floor surfacing, preparation and cleaning of underlying concrete slab to provide a clean, dry, and neutral Ph substrate suitably roughened and suitably maintained (per surfacing manufacturer?s recommendations) at a stabilized temperature throughout application of the new polyurethane floor surface. This is a Request for Proposal (RFP) and there will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. Award will be made to the lowest priced, responsive, responsible offeror. The period of performance is expected to be 60 calendar days after notice to proceed. This will be awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The magnitude of construction is between $25,000 and $100,000. The NAICS code for this requirement is 238330. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, which should be on, or about 9 Nov 2005 and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
