Description
The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to award a firm-fixed-price contract to upgrade the Fire Life Safety (FLS) Systems at the Honolulu Air Traffic Control Tower (ATCT), Honolulu, Hawaii. The solicitation is being competed on a full and open basis. The fire life safety system upgrades are being accomplished to improve FLS conditions at the facility to meet OSHA standards at the ATCT for single egress ATCT's. Work requirements involve providing various data submittals for detailed shop drawings, work plans, data sheets, training, and testing plans, etc. specific to the construction upgrades. Hardware upgrades involve installing a new listed Class A fire detection and alarm system in the ATCT, rep lacement of an existing grated steel floor in the electrical chase with a new concrete-over-metal pan floor/ceiling assembly of 2-hour construction, repairs of improperly protected penetrations with listed fire stopping systems, fireproofing of exposed beams and ceilings, installing new fire dampers and a ground floor stair vestibule pressurization system, removal of an existing Halon 1301 total flooding fire extinguishing system protecting two rooms, and updating of portable fire extinguishers and egress signage, including other small miscellaneous repairs. Contractors are required to meet specific qualifications and experience with respect to fire alarm, fire stopping, fire proofing and electrical work. The scheduled plan is to award this contract by the end of January 2006 and with wor k to begin on-site early in April 2006, for an approximate ten (10) week estimated on-site period of performance. A pre-bid site visit is tentatively scheduled for 0900 hours December 6, 2005 at the site, but is not mandatory. The actual date of the site walk will be stated in the solicitation. The North American Industry Classification Systems Code (NAICS) for this acquisition is 236220 and the Small Business size standard is $28.5 million. The solicitation and any document related to this procurement will be available on the Internet. These documents will be available in text format and reside on a WWW server which may be accessed using Web browsers. Offeror s desiring to receive electronic notification of the solicitations posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. No hard copies of the solicitation will be mailed. Telephone requests will not be honored. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disa dvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short - term working capital assistance for transportation - related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
