Description
USDA Food Safety and Inspection Service (FSIS) has a requirement for 48 Antimicrob 1 Pan #EV3523 kits. However, due to the Continuing Resolution there is only partial funding available to purchase 16 Antimicrob 1 Pan #EV3523 kits. Once funding becomes available, FSIS intends to purchase the remaining 32 kits. These kits are used to detect chemical residues in red meat and poultry products. USDA/FSIS intends to purchase these kits from Randox Laboratories. Randox Laboratories is the sole source of the Antibiotic panel 1, biochip platform quantitative test for Sulfa drugs on the U.S. Market. The Antimicrob 1 Pan #EV3523 kit meets all the criteria for USDA FSIS requirement. The criteria is as follows: The test must be on a platform such as an ELISA (enzyme linked immunosorbent assay) or biochip format and be fully automated for ease of use. The testing must be able to analyze 25-50 samples by one (1) analyst within 4 (four) hours. The requirements of this test are to test for specific sulfa drugs including: sulphadiazine sulphamethazole, sulphadoxine, sulphamerazine, sulphadimethoxine, sulphaquinoxaline, sulphamethazine, sulphapyridine, sulphamethoxypyridazine, sulphachlorpyridazine, sulphathiazole and sulphaisoxazole. The test must differentiate each of these drugs and determine how much (quantitate) is present in meat animal tissue. The test must have the ability to quantitate down to the part-per-billion (ppb) level. The test must be able to demonstrated performance in meat animal tissues used by the agency for residue testing, i.e. red meat and poultry kidney, liver and muscle. The statutory authority for other than full and open competition is Citation 41 U.S.C. 253 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a request for competitive quotations. Award will be made utilizing simplified acquisition procedures under FAR Part 13. No solicitation is available for this requirement. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on Wednesday, November 16, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.
