Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Large Business, HUBZone 8(a), 8(a), HUBZone, and Small Disadvantage Business) relative to the NAICS Codes. Project Title: Center for Substance Abuse Prevention, Data Coordination and Consolidation Center (DCCC) Project Description: The goal of this project is to develop and implement a set of web-based tools to: 1) provide a data collection, storage, analysis and reporting center for CSAP program activities, to include collection and reporting of SAMHSA’s National Outcome Measures (NOMs); 2) provide training and technical assistance to the prevention and other professional users on SAMHSA’s Strategic Prevention Framework (SPF), to promote consistency in understanding and implementation of the SPF; 3) fund epidemiological workgroups in all States not funded through the Strategic Prevention Framework State Incentive Grant Program (SPF SIG). For this contract, the Offeror will create these tools within existing CSAP web-based resources to maximize the efficiency of product delivery. The technological aspects of this contract require that the web-based tools are user-friendly and that they accurately communicate the requirements of CSAP and SAMHSA around the SPF and the NOMs. The user-friendliness is critical to ensure that the implementation of the SPF produces quality planning and service processes in the prevention field, and that the field can access training and TA to aid in this implementation. Accuracy is critical to ensure that, as states and communities engage in these planning and service processes, they can produce and deliver high quality data for federal reporting requirements. This contract will assume the responsibility for reporting state and community data to CSAP and SAMHSA in timely and easy-to-read formats to help federal staff in assessing substance use trends and effectiveness of CSAP funding. The contract will require participation in national, regional and state workshops and conferences, and the organization of these events as needed, to ensure understanding and use of the web-based tools by relevant audiences. The Offeror must comply with, and assist the government in completion of, all required federal processes, such as OMB clearances, preparation of ad hoc and standard reports and presentation materials, and management of the project. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). In addition, a copy of the company capability statement will be accepted. Responses are due March 31, 2005. The anticipated period of performance is a base year and 4 (12month) option periods. After review of the responses received a solicitation may be published in the Federal Business Opportunities around April 15, 2005. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. Is your business a large business? 8. Describe your proven capability and current in-house capacity to provide technical assistance on an ongoing basis to diverse groups of grantee sites funded by multiple Federal initiatives. 9. Describe your proven capability and current in-house capacity to provide web-based training and technical assistance, as well as other forms of training and TA in prevention and related fields, across a diverse group of grantees on relevant and needed technical assistance content areas. In particular, describe your ability to provide training and technical assistance to grantees and the service field in general in logic model development and implementation, especially knowledge and application of SAMHSA’s Strategic Prevention Framework 10. Describe your proven capability and current in-house capacity to support and coordinate data acquisition from a wide variety of grantees and government entities. 11. Describe your proven capability and current in-house capability to provide funds and guidance to a large number of grantees in epidemiological database construction and delivery. 12. Describe your proven capability and current in-house capacity to provide consultation to grantee sites and their partners in data reporting and delivery in regard to federal reporting requirements. In particular, describe your ability to provide training and technical assistance in federal measurement development and data coordination processes in regard to SAMHSA’s National Outcome Measures. 13. Describe your proven capability and current in-house capacity in program evaluation, including assistance on evaluation design, methods of data analysis, and data interpretation. Include in this response your expertise in reviewing evaluation reports from local evaluations, developing a summative report structure, writing, publication and dissemination. 14. Describe your proven capability and current in-house capacity to work with racial, ethnic, cultural, social, gender, disability, linguistic, sexual orientation, and age diversity when collaborating with government and other entities for all phases of project implementation. 15. Describe your knowledge and experience with web-based systems developed and utilized by the federal agency that provide resources to the field in substance abuse prevention and areas of service and evaluation. 16. Describe your proven capability and current in-house capacity to develop and maintain information management systems and communication systems to link technical assistance providers, grantees, communities, and government project officers. 17. Describe your proven capability and current in-house capacity to manage and coordinate large scale projects with federal agencies. Describe systems that may benefit the funder in assuring quality performance and delivery of products. 18. Describe your proven capability and current in-house capacity to develop and deliver required federal documents, such as clearance packages, privacy and security systems assurances, and others, and assist the government in the completion of internal performance assessment tools.
