Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Large Business, HUBZone 8(a), 8(a), HUBZone, and Small Disadvantage Business) relative to the NAICS Codes. Project Title: State Outcomes Measurement and Management System (SOMMS) Project Description: The goal of this project is to implement and manage the State Outcomes Measurement and Management System (SOMMS) to collect, share, and analyze National Outcomes Measurement data from States, Territories, and discretionary grantees for the Centers for Substance Abuse Treatment, Substance Abuse Prevention, and Mental Health Services. The information developed will be used for the purposes of seeking improvements in treatment outcomes as well as to facilitate policy decision-making at national and State levels. The focus of this procurement will be to: • Convening Experts: Assist SAMHSA in identifying researchers, practitioners, and research methodologists in substance abuse prevention and treatment to develop and standardize National Outcome Measures for all programs in substance abuse prevention, treatment, and mental health. • Data Collection and Preparation: Provide SAMHSA with a full range of support in receiving, editing, storing, and sharing National Outcomes data from States, territories, and grantees using an integrated relational database for program monitoring, evaluation, and analysis. Reimburse States for submitting clean data as per established schedule. • Assistance to States: Provide technical assistance to States and Territories in developing State data infrastructure to collect, clean, and submit to SAMHSA unduplicated client level National Outcome Measures as utilization records. • Analytic support: Provide SAMHSA with a full range of analytic support including the preparation of analytic data files using SAMHSA databases, NIDA Clinical Trial data, and other Federal/Non Federal databases. The support should also include statistical programming, statistical analysis, literature searches, technical writing and editing of written products, developing presentation materials, and consultation on statistical and analytic methods such as regression analyses, hierarchical linear modeling (HLM), variance estimation and other statistical and methodological tools. • Logistics Support: Provide travel, lodging and meeting support for experts invited to meet and deliberate at least four times a year. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). In addition, a copy of the company capability statement will be accepted. Responses are due on March 24, 2005. The anticipated period of performance is a one year with three 1 year option periods. After review of the responses received a solicitation may be published in the Federal Business Opportunities around April 4, 2005. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. Is your business a large business? 8. Describe your proven capability for establishing and implementing an expert panel to provide recommendations on definition and standardization of measurement issues, data standards, State/Territories barriers for meeting data requirements, electronic patient records, and researchable program and policy issues. 9. Describe your proven capability for meeting planning and providing logistical support. 10. Describe your proven capability and current in-house capacity to provide leadership, coordination, and technical assistance on an ongoing basis to States and Territories for developing data infrastructure and information technology. 11. Describe your proven capability to assess State and Territories needs and develop technical assistance tools to best address those needs. 12. Describe your proven capability and current in-house capacity to provide technical assistance in a variety of formats and media including site visits, training, telephone and teleconferences, presentations, email, meetings, workshops, and conferences. 13. Describe your proven capability provide technical assistance on methods of data analysis, and data interpretation. 14. Describe your proven capability for providing analytic support such as preparation of data files, statistical programming, statistical analysis, literature searches, technical writing and editing of written products (as previously mentioned in the Description). 15. Describe your proven capability for producing management reports and analytical studies that assist in program monitoring, evaluation, and policy develop. 16. Describe your staff capability regarding formal academic training and relevant experience to perform the proposed tasks.
