Description
The Center for Substance Abuse Prevention (CSAP), Substance Abuse and Mental Health Services Administration , Department of Health and Human Services contemplates awarding a one year cost reimbursement contract with four option years entitled Data Coordination and Consolidation Center (DCCC). The Offerors who propose on this project must be aware that this project will require substantial subcontracting opportunities to small businesses. The purpose of this requirement is to establish the Data Coordination and Consolidation Center as the primary data collection and analysis for State Prevention National Outcomes Measures reporting. The goal of this project is develop and implement a set of web-based tools to 1) provide a data collection, storage, analysis and reporting center for CSAP program activities, to include collection and reporting of SAMHSA’s National Outcome Measures (NOMs); 2) provide training and technical assistance to the prevention and other professional users on SAMHSA’s Strategic Prevention Framework (SPF), to promote consistency in understanding and implementation of the SPF. For this contract, the Offeror will create these tools within existing CSAP web-based resources to maximize the efficiency of product delivery. The technological aspects of this contract require that the web-based tools are user-friendly and that they accurately communicate the requirements of CSAP and SAMHSA around the SPF and the NOMs. The user-friendliness is critical to ensure that the implementation of the SPF produces quality planning and service processes in the prevention field, and that the field can access training and TA to aid in this implementation. Accuracy is critical to ensure that, as states and communities engage in these planning and service processes, they can produce and deliver high quality data for federal reporting requirements. This contract will assume the responsibility for reporting state and community data to CSAP and SAMHSA in timely and easy-to-read formats to help federal staff in assessing substance use trends and effectiveness of CSAP funding. The contract will require participation in national, regional and state workshops and conferences, and the organization of these events as needed, to ensure understanding and use of the web-based tools by relevant audiences. The Offeror must comply with, and assist the government in completion of, all required federal processes, such as OMB clearances, preparation of ad hoc and standard reports and presentation materials, and management of the project. The estimated date for issuance of this RFP is May 26, 2005 with proposal responses due June 27, 2005. Files will not be made available on the Web Site until after the estimated issuance date.
