Description
This sources sought is a request for information prior to drafting and releasing any resultant solicitation. The information contained in this sources sought notification is based on the best and most current information available to date, is subject to change and is not binding on the Government. Any significant changes will be provided in subsequent synopsis, if required. The Defense Security Cooperation Agency (DSCA) is seeking potential sources, large and small businesses to secure qualified support to the U.S. Department of Defense related to the Republic of Georgia, Azerbaijan, and other Partnership for Peace (PfP) countries as required. Efforts will consist of developing, adopting and implementing a national security strategy and defense reform in a manner consistent with U.S. strategic interests. This support offers qualified senior management support to research, coordinate, and prepare reports related to actions by the Georgian government to promote civilian control of the Georgian military, down-size and reform the military of Georgia, and promote interoperability of Georgian forces with the U.S. and NATO. The support shall also provide research, analyses, and monitoring security policy including institutional activity and intra-governmental functions and civil-military affairs in Georgia as required. This effort will provide Assistant Secretary of Defense for International Security Policy (ASD/ISP) with the capability to assess and update the defense reform initiatives in the Republic of Georgia. The contractor shall provide specific recommendations to OSD on potential U.S. and NATO program assistance to Georgian, Azeri, and other PfP countries? governments as required. Ad-hoc reports and summaries for senior OSD personnel shall be provided along with knowledge of economic and political conditions in the Caucasus states and the current status of political infrastructures. Travel will consist of visiting Georgia, Azerbaijan and other PfP countries as requested, one trip roughly every six weeks, each trip approximately 1 week in duration. The contractor shall have experience in U.S. government interagency, national security policy, development of national defense reforms and should also possess a Secret clearance. All valid e-mail responses from prospective sources must provide the return e-mail address, company name, mailing address, telephone number, and point of contact within the body of their response. In addition, to assist in the acquisition strategy development, please respond to the following questions: 1) Is your business small business [Small Disadvantaged, Women-Owned, Service Disabled Veteran Owned, etc]? 2) Provide a list of customers (Government/non-Government) within the past 5 years highlighting similar work performed. Include contract numbers, contract type, dollar value of each procurement, and point of contact/address/and phone numbers and a brief description of the work performed. 3) Provide information relative to past performance that demonstrates the ability to provide ALL capabilities noted. 4) Other pertinent information: E-mail responses without the aforementioned information will not be recognized as valid. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA E-MAIL. TELEPHONIC REQUEST FOR SOLICITATIONS AND OR INFORMATION WILL NOT BE ACCEPTED OR RETURNED. Submit responses no later than November 4, 2005, 10:00 A.M. EST. Your response is limited to 10 pages. NO SOLICITATION EXISTS AT THIS TIME. The Government reserves the right to conduct oral capabilities demonstrations that will be scheduled at a later date. This is not a commitment on the part of the Government to award a contract as a result of the notice or pay for any information received.
