Description

The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures, to Cincinnati Analytical Instruments., under the authority of FAR Part 13.106-1(b)(1). The purpose of this acquisition is to purchase for evaluation a Vacuum Installation System to directly analyze volatile trace-metals and pesticide compounds in environmental matrices. The NAICS code for this procurement is 423490. It has been determined that this is the only instrument that can analyze volatile metals directly without manipulation, both increasing processing speed and removing opportunities for contamination, and therefore is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
