This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award a sole source contract to Textron Systems Corporation, 201 Lowell Street, Wilmington MA 01887, for the acquisition of three (3) post processing Multi-Frame Blind Deconvolution (MFBD) workstations. The tasks necessary to develop a hardware and software solution for a real-time Atmospheric Reconstruction System use a phase screen parameterization approach to estimate the spatially invariant point spread functions (isoplanatic case). The methods to be researched and developed for the real-time system include MFBD and possibly Wavelength Diversity as well as other Multi-resolution methodologies. Textron Corporation originally designed and developed Proof of Concept demonstrations for MFBD and is the only known firm possessing the unique experience and personnel with the relevant knowledge, skills, and ability to ensure continuity and consistency of the MFBD System support for emerging fleet efforts and contingency operations. The period of performance will be from date of contract award for twelve months thereafter, with four options for an additional twelve months each. This contract will be awarded pursuant to 10 USC 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
