Description
The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) intends to award a sole source bridge contract for a period up to 12 months for programmatic, joint experimentation, management, and administrative support in the definition, development, integration, testing and demonstration of Advanced Concept Technology Development programs for the United States Southern Command (USSOUTHCOM). The total value is estimated at $250,000. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1) implemented under FAR 6.302-1 (a) which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The bridge is necessary to provide continuity of services pending completion of a competitive follow-on acquisition. The present contract with Camber Corporation, Huntsville, AL will end on or about 17 November 2005. No other firm has the requisite knowledge and experience that can assume the highly specialized technical support without interruption of the ongoing operations. Camber Corporation has the requisite number of key and non-key personnel possessing the required security clearances. This unique working environment necessitates the award of a sole source bridge contract to the incumbent contractor, Camber Corporation. The effort is required to implement the Office of Secretary of Defense (OSD) and the United States Southern Command (USSOUTHCOM) guidance; plan, coordinate and execute testing; and, assess military utility of advanced technologies, concepts and systems. Specific goals are to develop promising technologies in an operational environment to support current and emerging war fighting requirements. Additional objectives include support to OSD Transformation Guidance to enable information age warfare, interagency cooperation and coalition warfare. Development of new concept of operations, tactics and procedures is required to efficiently employ advanced technologies, concepts and systems under investigation. The intent of this sole source procurement is to provide continuity of services from Camber Corporation until the award and transition of the follow-on acquisition.
