Description

The contractor shall provide all plant, labor, tools, parts, equipment, transportation and incidentals needed to create two (2) visitor facilities on the North Platte National Wildlife Refuge (NWR), located outside of Scottsbluff, Nebraska. One part of this project will consist of designing and fabricating three (3) new interpretive panels for an existing kiosk at the main parking lot of Unit A of the NWR. The second part will consist of designing and fabricating three (3) interpretive panels for an existing kiosk at the main parking lot of Unit B of the NWR. The primary goal of the interpretive panels are to orientate visitors to each of the units. In addition, visitors will learn that North Platte NWR is part of the NWR eco system. The performance period is three hundred (300) calendar days after the introductory briefing. A Request for Quotations (RFQ) will be issued on/or about November 9, 2005, with a closing date on or about November 22, 2005. The RFQ will be available through the Government wide Point of Entry (GPE) (http://www.fedbizopps.gov). Parties accessing the RFQ through the GPE shall submit their quote through the GPE. Please note that drawings and specifications will also be posted with the RFQ as a PDF file and will be available for download from the GPE. Parties that are unable to access the GPE, shall fax a request for the RFQ package to (303) 236-4791, attention: Mr. Derek C. Reed, Contracting Officer. The NAICS Code for this acquisition is 541310 and the Small Business Size Standard is $4M. Please include the RFQ number, your company name, address, telephone number, point of contact name, and fax number. This acquisition is open to both large and small business. All responsible sources may submit an offer which will be considered. Effective October 1, 2003, all contractors must be registered on the Central Contractor Registration (CCR) website as an active vendor in order to be eligible for award. Please be sure your firm is registered. The website is: www.ccr.gov. The type of RFQ will be a Best Value where the Government will make purchase order award by considering other factors besides price. The Government will reserve the right to make purchase order award to other than the low priced quoter, and we reserve the right to make award without holding discussions.
