- Point of Contact for this Project is Rick Feller (817) 886-1056. Construct two standard design large battalion command and control facilities with classrooms at Fort Hood, Texas. Project includes administrative space, conference rooms, classrooms and training areas, mailroom, supply and storage, information systems. S upporting facilities include utilities, electric service, exterior lighting, water, sewer, gas, paving, walks, curbs and gutters, parking, storm drainage, information systems, and site improvements. Access for individuals with disabilities will be provide d. Antiterrorism/Force Protections measures include hardening of the building, walls, windows, doors, and a mass notification system. Heating will be provided by self-contained systems. Demolish 8 buildings (33,389 Total SF). Air conditioning (estimate d 170 tons). This requirement is offered to all qualified, responsive eligible 8(a) business concern in accordance with FAR 19.8. Proposals will be restricted to certified 8(a) firms with a bona fide place of business in the State of Texas only. All oth er firms are deemed ineligible to submit offers under the 8(a) criteria. The plans and specifications, when available, will issued on compact disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be availa ble in paper format. Notification of amendments will be made through either 3.5 floppy diskettes, CD-ROM, and/or Internet only. However, the Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view our web site daily for amendments to the solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is 236220, Commercial and Institutional Building Construction. S mall Business Standard is $28.5 million. The construction project price range is $1,000,000 to $5,000,000. The contract award will be based on Best Value to the Government, which may or may not result in accepting the lowest-priced offer. To determine be st value, the Governments proposal evaluation will consist of but not limited to evaluation of the offerors technical and management capabilities as well as price. The solicitation is tentatively scheduled to issue on or about 10 Nov 2005, and proposals w ill be due on or about 12 Dec 2005. Bidders shall register themselves on the Internet to receive amendment notices. The Corps of Engineers accepts proposals from Prime Contractors only.
