- Low Hazard Flexible Linear Shaped Charges (LHFLSC) have a continuous explosive core of plastic bonded explosive (IAW MIL-E-46676) with a flexible copper-polymer liner, encased in lightweight polyethylene foam. Charges are 20 feet long, but may be cu t for specific applications. The explosive core, which varies with the size of the charge (see table below) is shaped in the form of an inverted V. The underside of the charge has an adhesive-backed tape which adheres to most dry smooth surfaces. Th e two piece polyethylene foam sheath has a built-in stand-off and is colored olive drab or black. LHFLSC, also known as Explosive Cutting Tapes, are designed to produce a linear cutting action in various applications where remote, fast and reliable cuttin g of obstacles and other targets is required. When initiated, by either electric or non-electric methods, the charge produces no shrapnel or lead contaminants, unlike conventional lead-sheathed flexible linear shaped charges. A respondent to this survey should be able to show adequate technical and manufacturing capability and satisfactorily past performance in the explosives processing industry. If a respondent does not have adequate resources (technical, manufacturing, perso nnel, etc.) available, the respondent must be able to demonstrate his ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of subtier vendors or subcontractors, those vendors or subcontractors must also mee t these criteria.
