Description
The Department of Veterans Affairs (?Department? or ?VA?), on behalf of the VA Northern California Health Care System (?VANCHCS?), is pleased to issue this Request for Proposals (?RFP? or ?Solicitation?), seeking competitive proposals from private, public, and/or not-for-profit entities interested in leasing and developing approximately 2 acres of certain real property (the ?Enhanced-Use Parcel?) located at VA?s Northern California Healthcare System (VANCHCS) medical center, in Sacramento, California. This project contemplates that under its Enhanced-Use Lease (?EUL? or ?Lease?) authority, codified at 38 U.S.C. Sections 8161-8169 -- VA would lease the Enhanced-Use Lease Parcel to a selected Developer (?Developer? or ?Lessee?) for a term of up to 50 years. In exchange for the Lease, the Developer would be required to finance, design, develop, construct, operate and maintain one or more facilities, and associated parking, for the providing of skilled nursing home and assisted living services (collectively, the ?Long-Term Care Facility? or ?LTCF?). The LTCF would need to consist of a minimum of 85 skilled nursing home beds and ten assisted living units. In addition, the Developer would be required to provide veterans with priority placement for no less than 25 percent of the skilled nursing beds and assisted living units, and any related services that would be provided.
