Description
The U.S. Department of Education (ED) has a requirement for multiple awards under a performance based Indefinite Delivery/Indefinite Quantity Task Order Contract. The MATO competition conducted in 2004, otherwise titled "MATO 2," resulted in contract awards to 108 vendors with periods of performance from June 7, 2004-June 6, 2009. In accordance with the provisions of MATO 2, every year the Contracts Office will conduct a full and open competition to add new vendors to the MATO 2 list of vendors. The title of the competition and forthcoming RFP is titled, "MATO 2: Competition 2005." The RFP will solicit proposals from new vendors only. The Department will not receive proposal updates from current MATO 2 contractors. The period of performance for the MATO 2 is 5 years, from June 7, 2004-June 6, 2009. The period of performance for the MATO 2: Competition 2005 will be 3 years, from 2006-2009. Tasks orders issued under contracts effective in 2006 may be extended solely for the completion of task orders issued prior to the expiration date of the contract. All work will be issued through fixed price, time and materials, or cost reimbursement tasks orders or work requests. The types of task order requirements shall include, but not be limited to, the following activities: Research and Policy Analysis/Assessment; Research and Evaluation Design, Data Collection and Analysis; Performance Measurement; Program Assessments; Provide support on an as-needed basis for: Translation and Interpretation, Web casting Support Services, Videotape duplication services, Audio and Video Support Services, Development, production and distribution of publications and other communication products, Conferencing planning and support, Development and production of video and audio products, Technical assistance, Captioning services, Courier services, Transcription services, Graphic services, Transportation services, Broadcast television services, Satellite services, Remote television/satellite services. This requirement will be used as a means of providing products and services to the Department across a wide range of subject areas relating to key educational issues in an effort to help individual offices achieve their missions in a timely manner. The work to be performed by the contractor will be defined in specific work assignments (tasks) which will specify task objectives; list all detailed requirements, and describe the work to be performed, deliverables, and schedules. The nature and scope of the work will vary from task to task. Technical support may be required on an as-needed, quick turn-around basis where periodic, brief work needs to be performed under tight deadlines. The RFP titled, "MATO 2: Competition 2005" will be issued on or about November 30, 2005. The estimated closing date is January 6, 2005. The Department intends to conduct business by electronic transmition to the maximum extent possible.
