- The USCG Engineering Logistics Center intends to issue a Purchase Order for several Liquid Quantity Sensors. It is the Governments belief that the sole source for the required items is Gems Sensors Inc. (see attached Justification for Other than Full and Open Competition). Other Concerns having the expertise and required capabilities to provide the required equipment are invited to request a copy of the solicitation. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION UNDER $100K 1. Activity: 2. PR#: 216B4500MG001 3. Description of Supplies or Services: This procurement is to purchase the following: a. 3 each Liquid Quantity Sensors, NSN 6680-01-470-1430, Series XM-179700-072-01000, GEMS PN 181160 b. 4 each Liquid Quantity Sensors, NSN 6680-01-470-1432, Series XM-179800-052-01200-O-BN, GEMS PN 181149 c. 3 each Liquid Quantity Sensors, NSN 6680-01-470-1677, Series XM-179800-060-01200-O-BN, GEMS PN 181150 d. 3 each Liquid Quantity Sensors, NSN 6680-01-469-8699, Series XM-179700-059-01000, GEMS PN 186369 e. 4 each Liquid Quantity Sensors, NSN 6680-01-470-0933, Series XM-179700-068-01000, GEMS PN 181142 f. 4 each Liquid Quantity Sensors, NSN 6680-01-469-8691, Series XM-179700-065-01000, GEMS PN 186370 g. 3 each Liquid Quantity Sensors, NSN 6680-01-470-1415, Series XM-179700-102-00620, GEMS PN 181147 These components are used onboard the 270? Reason for Sole Source/Limited Sources: ( ) Only one source (unique capabilities) (X) Proprietary drawings, specifications, and/or engineering data, patents, copyrights. ( ) Brand Name essential to the Government?s needs. ( ) Standardization Program supported by Agency Head Determination and Findings (D&F). ( ) Unusual and Compelling Urgency (limited sources) Briefly Explain: These sensors were designed and manufactured specifically for the Coast Guard. When Coast Guard Headquarters purchased the original equipment there were no requirements for manufacturer?s engineering drawings, detailed parts lists, design or testing procedures. GEMS Sensors Inc. is the only known manufacturer that has the techniques, design specifications, testing, quality assurance capability, and documentation necessary to manufacture these sensors as used on the Coast Guard cutters. 6. Impact to the Government if not awarded in accordance with the above: These Liquid Quantity Sensors must conform to exacting design and materials requirements for form, fit, function in order mount, connect and interface with the current transceivers. Any variance could cause failure or malfunction and subsequent inability to meet the needs and mission requirements of the Coast Guard.
