Description
The Defense Modeling and Simulation Office (DMSO) is seeking potential sources to provide services and capabilities to support the effective and efficient development and use of modeling and simulation (M&S) within the US Department of Defense. General Requirement: The contractor will be responsible for providing the personnel, management, technical expertise, business practices, and technical solutions needed to further the state of the art of M&S development and employment, to increase the interoperability within M&S solutions and the interoperability of M&S with range and operational systems, and to establish M&S-related standards. Expertise is sought within the following areas: (1) Simulation Interoperability –the composition of federations from simulations and interfaces to operational and range systems. (2) Component Interoperability –the composition of models, simulations, operational systems, and range systems from reusable software components. (3) Scenario Representations – the creation and distribution of military scenarios for use in simulations, range systems, and operational systems. (4) Operations Management Representations – the capture and exchange of operations plans and orders among simulations, range systems, and operational systems. (5) Entity Representations – the creation and distribution of algorithms and data that define characteristics and behavior of systems and phenomena. (6) M&S Capabilities Based Assessment – the application of the Joint Capability Integration and Development System (JCIDS) process to M&S. (7) M&S Support of JCIDS - the use of M&S to facilitate the JCIDS process. (8) M&S Resource Registries – standards, processes, and technology that facilitates the publication, discovery, and use of modeling and simulation resources. (9) M&S VV&A – standards for the process and documentation of M&S verification, validation, and accreditation. (10) M&S Education – development of educational material and programs that will foster the use of M&S in the DoD. In addition to the specific topics detailed above, DMSO is also interested in M&S services and capabilities that meet common DoD M&S needs. Businesses capable of accomplishing the required services are invited to review Broad Agency Announcement (BAA) N61339-06-R-0005 and submit information in accordance with the process described in that BAA.
