- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to award on a sole-source basis to Boston Dynamics, 515 Massachusetts Avenue, Third Floor, Cambridge, MA 93065-0900, a contract to support the Testing, Experimentation, Assessment, Modeling and Simulation (TEAMS) facility at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Weapon System Department, munitions branch, as described below. The basis for sole source is Boston Dynamics Proprietary software. Boston Dynamics’ ! proprietary software combines advanced dynamics simulation of the human body, contact detection, contact force modeling, and advanced control to simulate how equipment will affect soldier performance during realistic warfighting tasks. Boston Dynamics has developed a software package titled “Digital Biomechanics”, a physics-based human modeling and simulation tool useful for the virtual prototyping and analysis of human-equipment interaction. Market surveys for similar simulation tools indicate that Boston Dynamics is unique in this capability. Award is anticipated to be made by 31 August 2005. This requirement will be awarded on an all or none basis by the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100.
