Description
The following are the firms short listed for A/E services for the Modernization of the Dr. A.H. McCoy Federal Building, Jackson, Mississippi: OWP/P, Chicago, OH; Schwartz/Silver Architects, Inc., Boston, MA; Teng & Associates, Inc., Chicago, IL; Westlake Reed Leskosky, Cleveland, OH; On Tuesday, November 1, 2005, The United States General Services Administration (GSA), will conduct an Industry Day for prospective Small Business Subcontractors (Consultants) for the modernization of the Dr. A.H. McCoy Federal Building, in Jackson, Mississippi. The Industry Day (Small Business Subcontracting Networking Session) will be conducted from 6 p.m. to 8:00 p.m. in the 5th Floor Conference Room in the Dr. A.H. McCoy Federal Building, 100 West Capitol Street, Jackson, Mississippi. The modernization of the Dr. A. H. McCoy Federal Building, to be designed in metric units and American standard, will require at a minimum professionals in: architecture, landscape architecture, engineering, interior design, and related consulting services for construction drawings, specifications, cost estimation, scheduling, value engineering services, life cycle costing, space planning, computer-aided design and drafting (CADD), Building Information Modeling (BIM), and construction administration services. When the modernization is complete the building will meet current Federal Security and Energy goals, and will be LEED-certified. The McCoy Building, constructed in 1979 in the Jackson Central Business District, is a multi-tenant professional office building, 15 stories in height including a basement. It is approximately 422,600, gross square feet (gsf), approximately 383,600, rentable square feet (rsf), with 33 ground floor indoor parking spaces. The Dr. A.H. McCoy Federal Building houses offices of the U.S. Department of Agriculture, The Corporation for National and Community Service, The Defense Contract Audit Agency, The Department of Health and Human Services, The Department of Justice, The Department of Labor, The Equal Employment Opportunity Commission, The Environmental Protection Agency, The U.S. Forest Service, The Department of Housing and Urban Development, The Internal Revenue Service, The Social Security Administration, The Department of the Treasury, and The U.S. General Services Administration. This Industry Day is intended to affirm GSA?s recognition of the talent that exists in the Small Business Community and to affirm its commitment to opening a dialogue between that community and the selected A/E firm for this project. The A/E firm that is selected for this project (that is not a small business) will be required to perform at least 35% of the level of contract effort within the State of Mississippi. In addition, prior to contract award, the selected firm will be required to submit a Subcontracting Plan. The minimum requirement in this plan will be to demonstrate a proactive effort to achieve the following minimum goals for the work that the selected firm subcontracts to other firms: 39% Small Business, which can be further broken down to include 6% Small Disadvantaged Businesses, 5%; Woman-Owned Small Businesses, 3% Hubzone Businesses, 3% Small Disabled Veteran-Owned Businesses, and 22% Other Small Businesses. Prospective Small Business Subcontractors will be given an opportunity to network with the prospective lead A/E firms and to showcase their special talents and abilities as qualified subcontractors/consultants. Although it is anticipated that this Industry Day will assist the prospective lead A/E in identifying qualified subcontractors/consultants to meet the subcontracting goals established for this project, GSA is not permitted by law to be a party to contractual relationships between potential Primes and Subcontractors. Therefore, any contracts that may be entered into as a result of this Industry Day will be strictly private arrangements between the interested parties based on perceived ability and need.
