- The US Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Samson Robinson, for Prevention Specialist support of the Army Substance Abuse Program at Aberdeen Proving Ground, Maryland. Samson Robinson is certified by Department of the Armys Center for Substance Abuse Programs and is certified as an Installation Biochemical Testing Coordinator. Samson Robinson is the only known source who possess these uniqu e qualifications required for this program. The Government intends to solicit and negotiate solely with Samson Robinson. The North American Industry Classification System (NAICS) is 621420 and the size standard is $ 8.5 average annual receipts over the pas t three years. Any comments regarding this notice must be received no later than 12:00 Noon, Eastern Standard Time, October 24, 2005. This notice of intent is not a request for competitive proposals or a solicitation of offers.
