REQUEST FOR INFORMATION/SOURCES SOUGHT HAF/ICI ADVISORY & ASSISTANCE SERVICES (A&AS) IDIQ FOR AIR FORCE PORTAL CONTENT MIGRATION, WEBSITE SERVICES, INFORMATION TECHNOLOGY ARCHITECTURE, INFORMATION ASSURANCE, ENTERPRISE INFORMATION MANAGEMENT, POLICY DEVELOPMENT, RESOURCE ANALYSIS, AND PUBLISHING CONTENT MANAGEMENT SYSTEM October 21, 2005 FAR 52.215 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ?proposal? and ?offeror? are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Market research and determining capabilities of available sources. The Headquarters Air Force (HAF) is interested in receiving capability statements from qualified prospective offerors capable of providing non-personal Advisory & Assistance Services (A&AS) to the HAF for Air Force Portal Content Migration, Website Services, Information Technology Architecture, Information Assurance, Enterprise Information Management, Policy Development, Resource Analysis, and Publishing Content Management System as described the attached Draft Performance-based Work Statement (PWS), in accordance with the provisions and instructions set forth in this Request for Information (RFI). As a result, the Air Force District of Washington, Acquisition Division, is performing market research, soliciting interest and capability statements for a competitive acquisition from qualified contractors. All contractors, large, small, small disadvantaged, 8a, women owned businesses and HUB Zone Businesses are encouraged to participate. We are contemplating issuance of an Indefinite Delivery Indefinite Quantity (IDIQ) contract type with a five-year ordering period. Responses shall be no more than ten (10) pages in length and should indicate the contractor?s interest and contractor qualification information. Overview of the RFI Process 1.1 The Headquarters Air Force (HAF) is interested in receiving written information from qualified prospective offerors capable of providing non-personal Advisory & Assistance Services (A&AS) to the HAF for Air Force Portal Content Migration, Website Services, Information Technology Architecture, Information Assurance, Enterprise Information Management, Policy Development, Resource Analysis, and Publishing Content Management System, in accordance with the provisions and instructions set forth in this Request for Information (RFI). 1.2 The purpose of this RFI is to obtain information about market information, available sources and capabilities for planning purposes as defined in FAR 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Offerors are solely responsible for all expenses associated with responding to this RFI. II. Background Discussion 2.1 The Headquarters US Air Force (HAF) Information Management Division and Chief Information Officer (CIO), (HAF/ICI), requires continuing non-personal advisory and assistance services (A&AS) to support its staff, HAF customer base, and several projects relating to the Air Force Portal, HAF website services, HAF information technology (IT) architecture, information assurance (IA), Enterprise Information Management (EIM), policy development, resource analysis and Publishing Content Management System (PCMS) support as described in the draft attached PWS. 2.2 HAF/ICI performs CIO oversight and governance functions for the approximately 8,500 HAF personnel in the National Capital Region. Information Resource Management governance is driven by numerous legal, and related policy and regulatory guidance, principally the Clinger-Cohen Act, Federal Information Security Management Act, Paperwork Reduction Act, Freedom of Information Act and Privacy Act. 2.3 Increasing pressures to transform, standardize and secure Federal, Department of Defense and Air Force information resource management has greatly increased the need to produce concise and consistent direction and advice to both HAF customers and senior AF leadership. This requires staying abreast of rapid technological advances, ensuring information technology resources are well justified and properly spent, issuing relevant policy and guidance, and overseeing project management of several high-payoff programs to leverage HAF productivity. 2.4 Examples of projects undertaken to date include: Assisting with administration of the HAF Information Technology Management Board, a governance board consisting of high level Air Staff membership that meets quarterly ? Capital Investment Report preparation for HAF information technology systems ? HAF information technology budget preparation and financial execution analyses ? Deployment of all HAF website content to the AF Portal and deactivation of redundant sites ? Overseeing issuance of over 8,500 Common Access Cards and the related installation of desktop PC card readers and software ? Governance and use policy for hundreds of Blackberry personal digital assistant devices issued to senior HAF leaders ? HAF business process reengineering related to future deployment of IBM?s Enterprise Information Management commercial tools ? Developing and deploying PureEdge forms-based business process to the HAF user base ? Development of numerous HAF Information Resource Management-related policies III. Contents of the Response 3.1 Response specifications As this is a Sources Sought/Request for Information document, initial prospective offeror responses should be in the form of a Capability Statement; this should include the following elements: 3.1.1 Your approach to provide A&AS and how you would address the needs set forth in Section II and the attached Draft PWS. 3.1.2 Prospective Offeror Information, Past Performance and References a. A brief history of the prospective offeror and its past experience in providing similar, relevant and recent services to those described in this RFI and the attached PWS within the last five years. For each prior contract, identify project title, brief description of requirements, period of performance, dollar value, period of performance, and a point of contact for each contract agency/client. b. A list of all of the prospective offeror's clients over the last five years comparable to the effort described in this RFI indicating the length of service of each account. d. The website address or addresses at which the HAF may obtain additional information about the prospective supplier and its service capabilities. 3.3 Other Information 3.3.1 Prospective offerors should identify their business size/socio-economic status and provide any other information that the AF should consider in evaluating the prospective offeror's capabilities and qualifications. 3.3.2 Prospective offerors are welcome to provide questions and comments on the Draft PWS. Please provide any questions or comments as a separate attachment. Questions or comments submitted on the Draft PWS will not count against the ten (10) page limit for capability statements.
