Description
The TT&C Cryptographic Modernization AVE Increment 1 program is acquiring new cryptographic devices to meet COMSEC requirements for future satellite programs. This next gerenation programmable COMSEC device will replace the application specific integrated circuit-based COMSEC devices currently being used. This solicitation will be for the design, development, test, and production of the new generation AVE. The AVE I1 shall consist of two separate form factors: an embeddable solution and a stand alone end cryptographic unit (ECU) which shall be based on the embeddable solution. This acquisition will consist of a Basic period for design through CDR plus development & demonstration of prototype embeddable solutions; Option 1 development of ECU and embeddable solutions; and Option 2 production. The strategy consists of a full and open competition to initially select two contractors for the design effort. A subsequent price competition will be held between the two companies for the Option 1 effort. Presuming satisfactory performance of Option 1, Option 2 will be exercised later. First flight articles must be delivered by 30 June 2009. The estimated release date for the Request For Proposal is on or about 30 November 2005. This requirement was previously identified via RFI Notice issued by CPSG/PK, on 22 July 2005. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
