- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 558-06-1-044-0036 is issued as a Request for Quote (RFQ) for liquid nitrogen refills set aside for small business. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. This procurement is set-aside for a SMALL BUSINESS CONCERN. The NAICS number is 325120 with a small business size standard of one thousand employees. The anticipated award from this solicitation shall be a single award indefinite-delivery, requirements contract for the Department of Veterans Affairs Medical Center, 508 Fulton St, Durham, NC. Anticipated period of performance is date of award through September 30, 2006 with four additional one-year option years. This solicitation includes the following: liquid nitrogen tank refills for VA-owned tanks at the VAMC in Durham NC. Specific line items include: Line Item # 0001 ? Refills, 160-liter tanks with an estimated annual quantity of 48 refills and Line Item # 0002 ? Refills, 180-liter tanks with an estimated annual quantity of 80 refills. Offeror shall propose a unit of issue price for each line item. Pick-up and delivery shall be made as required to the VAMC in Durham, NC within two workdays from the placement of an order. Pick-up and deliveries shall only be made Monday-Friday between 8:00 am and 4:30 pm. Offerors must submit a price for the base year and all option periods to receive consideration of their offer. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items is applicable and the award will be made to a qualified vendor who provides the best value to the Government. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, with its offer as directed in the clause. The FAR clause 52.212-4, Contract Terms and Conditions ? Commercial Items applies to this acquisition. The FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders ? Commercial Items also applies to this acquisition with the following incorporated by reference: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-3 with Alt I, 52.225-15, and 52.232-34. Additionally, FAR clauses 52.217-8 and 52.217-9 are included. Additional contract requirements or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.
