Description
OVERVIEW The German Government intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the procurement of a drainage surface system upgrade at Ramstein Airfield in Rheinland-Pfalz, Germany. The Federal Office of Economy and Export Control, located in Eschborn, Germany, will be serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. This project is estimated at EUR 1.3 million ($1.5 million USD). The reference of the Invitation for International Bid (IFB) is not provided. The U.S. Department of Commerce will be using the reference ICB-GERMANY-2005-RamsteinAirfieldDrainageSystem. SCOPE OF PROJECT 70,000 m3 of excavation soil class 2-7; 1 eathrottle structure of in-site concrete; 25 m culvert DN 1500; 50,000 m2 lawn area. Although it is planned to place contracts covering a/m works/services as a whole, the tender call may provide for a subdivision into separate lots. A security deposit of 3 percent of the contract amount will be required until completion of the contract. ELIGIBILITY For the participation in the competitive bidding only such firms are eligible who have properly been screened and who have been licensed to execute NATO contracts. Firms who do not have their place of business in one of the following NATO-member countries are excluded from the competitive bidding: Belgium, Canada, Denmark, Federal Republic of Germany, Greece, Iceland, Italy, Luxembourg, Netherlands, Norway, Portugal, Turkey, United Kingdom, and United States of America. This also applies to subcontractors and to members of combines. The IFB package will contain material classified up to NATO UNCLASSIFIED. Applications to supply private extension systems or other telecommunications installations that are to be connected with a public telecommunications network may only be submitted by firms licensed to do so by the Regulierungsbehorde fur Telekommunikation aund Post (RegTP), Heinrich-von-Stephan-Str. 1, 53175 Bonn - Bad Godesberg, Germany. A photostat copy of the license must be submitted with the application. Interested firms must be nominated by their Embassies with the required Declaration of Eligibility along with verification of their security clearances (if applicable). Requests for participation received directly from firms cannot be considered. COMPANY CERTIFICATION PROCEDURES The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. However, all firms whose facility is located within the United States must be declared eligible by the U.S. Department of Commerce in order to qualify to bid for this procurement. The Host Nation is the Federal Office of Economy and Export Control in Eschborn, Germany. Only firms that the U.S. Department of Commerce has declared as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Berlin, which will in turn provide the Declaration of Eligibility to the Host Nation. When the Invitation for International Bidding (IFB) is issued, those firms will be contacted directly by the Host Nation. IMPORTANT DEADLINES 1. Final date for the U.S. Embassy in Berlin to submit a Declaration of Eligibility (nomination letter) on your behalf: 18 November 2005 2. Anticipated date that the Invitation for International Bidding (IFB) will be forwarded to those on the Bidder List (distribution of the Cahier des Charges): 22 December 2005 3. Anticipated closing date for receipt of bids: 22 February 2006 4. Anticipated contract award date: 21 March 2006 Please note that the dates concerning the period of performance, the forwarding of the tender documents, and the submissions of bids are not final and that the competitive bidding may be delayed.
