Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the Department of Homeland Security, Center for Domestic Preparedness, to determine potential sources capable of fulfilling a requirement for the upgrade of an existing conventional fire detection system with an addressable system which integrates several property locations into a central reporting location. Other details of what should be provided: The contractor will provide all necessary requirements for purchase and installation of an intelligent fire detection system that provides coverage and reporting for a six building lodging area, a maintenance warehouse with offices, and main complex utilized for administrative and classroom spaces. All locations will automatically report trouble alerts to a manned security post at the main complex. The ability to include voice alerts with this system is required (public address override and pre-recorded messages). Due to the nature of the campus and the training occurring on the various properties, the ability to provide notification to personnel outside of the buildings is necessary. The ability for expansion of the system to include an additional five training buildings and five lodging buildings is required. The contractor will provide all necessary tools, test equipment and materials to allow CDP to run full operation and maintenance of the system. The contractor will maximize the use of state-of-the-art equipment. Please submit a capabilities statement indicating your interest and ability to meet the aforementioned requirements. The contractor shall also provide descriptive literature of the proposed fire detection system which explain the capabilities of the system and how it operates. Please include the name and address of your firm, whether you are a large or small business, a point of contact with name title, phone, fax and e-mail; Responses must include the following: Product data or descriptions of equipment and systems proposed for installation. This includes capabilities, code and/or standards compliance, operational parameters, programming, etc. Past performance information - Provide 2-3 references of contracts that demonstrate and document the respondent?s performance on fire detection and public address systems (Government or Commercial). Include a description of the services provided, the period of performance, a point of contact - name, phone number, address and e-mail of the contracting officer and technical representative. The Government will evaluate the information provided and use it to document our market research. In addition, the Government will use its evaluation of the information and other research to determine the sources that appear qualified to perform the work and assure the level of safety required by the Government. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis.
