- NASA/HQ has a requirement for a customized, agency wide, suite of services to assist in reaching a variety of critical audiences with up-to-the-minute, full-text news and information developments. Since NASA issues an average of 350 releases per year we require an annual flat-rate fee for unlimited use of any domestic distribution service. The services include, but are not limited to, targeting specific geographic regions of the U.S., ability to create, edit and distribute to selected lists 24/7, translation of any NASA information material into any language, opportunities to interact with members of the media and analysis of media coverage. Based on an analysis of the agency's need to translate and distribute information and material throughout the world, NASA intends to purchase this service from PR Newswire. The Government intends to acquire a commercial item using FAR Part 12, and the Simplified Acquisition Procedures set forth in FAR Part 13. The authority is only one responsible source 10 U.S.C. 2304(c)(1). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on October 30, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Questions and answers can be submitted to me no later than October 25, 2005. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
