Description
THIS SPECIAL NOTICE TO THE COMBINED SYNOPSIS/RFQ FOR CREW EXPLORATION VEHICLE HEATSHIELD ABLATOR MATERIAL SCREENING AND ADVANCED DEVELOPMENT is posted to clarify the statement contained in Amendment 2: "Due to the nature of the Crew Exploration Vehicle (CEV) Project, it is anticipated that TPS vendor proprietary information will be furnished to the CEV prime contractors in all three phases of this procurement." The disclosure of proprietary data to the CEV prime contractors will not take place during Phase I of this procurement, NNA05128299Q-AMD. Prior to any disclosure to the CEV prime contractors of any TPS vendor proprietary information that the government may possess as part of the contract process, or that the TPS vendor may be obligated to provide directly to the CEV prime contractors, the TPS vendor will have the opportunity to negotiate appropriate Non-Disclosure Agreements. The intent of posting Amendment 2 was to simply inform the TPS vendors that at some point in the TPS development process, the selected CEV prime contractor must be able to obtain key information regarding the TPS materials. The TPS proprietary disclosure will be limited only to information that is necessary for the Prime to perform detailed sub-system design and integration functions. TPS vendor proprietary information not explicitly required by the CEV prime contractors will not be disclosed. Source selection will be performed in strict accordance with the FAR and the NASA FAR Supplement. No contractor will be given access to TPS vendor proposals, nor will any contractor employee participate in any way in the proposal evaluation process. The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on September 21, 2005 and Amendments 1 and 2. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
