Description
The U.S. Environmental Protection Agency (EPA) intends to enter into negotiations with Dr. Thomas Murray, Department of Physiology/Pharmacology, College of Veterinary Medicine, The University of Georgia. The purpose of this Purchase Order is to provide the U.S. EPA with data regarding the relative potency of various different pyrethroid compounds to depolarize the membrane of neurons in culture. The U.S. EPA will use the data to design additional studies with mixtures of the different pyrethroid compounds. These additional studies will also be carried out at the University of Georgia. However, these additional studies will be conducted at the option of the U.S. EPA. Using potentiometric dyes and FLIPR (Fluorometric Laser Imaging Plate Reader) technology, the contractor will conduct these studies and provide the U.S. EPA with data for analysis. The vendor must have demonstrated experience (as evidenced by peer-reviewed publications): 1) working with pyrethroid compounds, 2) preparing primary cultures of cortical neurons from rat, and 3)using FLPR technology. The U.S. EPA believes Dr. Murray is the only vendor capable of satisfying this requirement. The period of performance is expected to be from the date of award for twelve months. The NAICS Code for this procurement is 541710 and the Small Business Size Standard is 500 personnel. No request for quotation is available and this notice of intent is not a request for competitive quotes. All interested, responsible, sources must respond within 15 days of the date of this announcement. Interested vendors shall include information on the proposed services which clearly supports the requirements outlined above. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government an order will be placed with Dr. Thomas Murray. Response to the U.S. EPA, ATTN: Joel P. Smith, U.S. Environmental Protection Agency (EPA), RTP-POD, ORD Service Center (Mail Code: E105-02), Research Triangle Park, NC 27711 or smith.joel@epa.gov.
