- The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source purchase order to Odim Spectrum Services, 597 The Queensway, Peterborough, Ontario, Canada K9J7J-6, for the acquisition of testing support services and analyzing the Carriage, Stream, and Recovery System (CSTRS) system in flight as well as for resolution of known deficiencies and deficiencies found during testing. This effort is sole source for the following reasons. The winch and custom gearbox were designed and built by ODIM Spectrum. The custom gearbox used by the winch is a highly modified planetary gearbox with unique operating characteristics. The ODIM Spectrum design team also designed the rest of the winch system and the winch has many other specialized characteristics including a composite drum with unique grooving. Being the original equipment manufacturer (OEM), ODIM is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the required engineering and design services. The costs associated with having another contractor reverse engineer any parts of the winch system would be excessive and would negate any benefits associated with a competitive procurement.
