Description
This is a synopsis/pre-solicitation notice for commercial services prepared in accordance with FAR Subpart 5.203(a)(1), as supplemented with additional information included in this notice. The Naval Air Command - Orlando Training Systems Division (NAVAIR Orlando) at Orlando, FL, has established a requirement for providing basic Static Line (S/L) and Free Fall (FF) Parachute training for Department of Defense (DoD) personnel within 50 miles of Coronado, CA. NAVAIR Orlando seeks alternative training sources, training support and training management for responsive, quality training to DOD personnel. Government Furnished Courses (GFC) may be tailored by the Vendor to accommodate its instructional methods and strategies to provide the most efficient training program that minimizes involvement of Navy personnel. The training provided by the vendor will encompass the course scope and learning objectives of the Navy courses (STATIC LINE Parachute A-431-0135 and FREE FALL A-431-0136). The vendor shall be required to work closely with the designated Military Liaison Officer (MLO) assigned by Commander, Naval Special Warfare Command (CNSWC), Coronado, CA. The program is to provide designated Navy activities with safe, affordable parachute jump training to satisfy pipeline training requirements. There is an estimated throughput of 250 - 400 students over a period of one year. The product to be purchased under this contract is a proficiently trained student. NAVAIR Orlando seeks to competitively award this order as a 100% small business set-aside. The NAICS Code for this procurement is 611699 with a size standard of $6M. The basic award will be a Firm Fixed Price Indefinite Delivery Quantity (IDQ) type contract (D-type) awarded on a best value trade-off process basis, using policies and procedures in accordance with FAR Parts 12, 13.5, and 15. The period of performance for this contract shall be one year with options for four additional years. This announcement does not constitute a solicitation. Specific details will be provided in the solicitation RFQ N61339-05-T-0054, which will be posted on the World Wide Web at http://www.ntsc.navy.mil/ebusiness/BusOps/Index.cfm (click on Open Acquisitions), and http://www.fedbizopps.gov/ (click on Vendors) on or about 28 October 2005.
