- NAVAIR NAWCAD Lakehurst intends to issue a sole source procurement to the Bell-Boeing Joint Program Office (JPO) for the planning (Program Plan) of the UID marking on the V-22 Support Equipment (SE) and SE sub-assemblies. The Government intends to procure this plan under the authority of 10 USC 2304?(1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. Bell-Boeing is the only source possessing the requisite system knowledge, engineering expertise, and aircraft integration information needed to fulfill this requirement. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. See numbered notes 22.
