- This requirement is being procured in accordance with FAR Part 36, Construction and Architect-Engineer Contracts and in accordance with FAR Part 13, Simplified Acquisition Procedures. This solicitation is a Small Business Set-Aside for Emerging Small Business IAW FAR 52.219-1 and 52.219-20. The Emerging Small Business Size Standard for this requirement is $14.25 million. The North American Industry Classification Code (NAICS) 236210 is applicable to this solicitation. The size standard is $28.5 million. The estimated price range is less than $25,000. The U.S. Fish and Wildlife Service (FWS), intends to issue a Request for Quotations (RFQ) to Renovate the Shop Building. Work included under this invitation consists of supplying all materials, labor, supervision and equipment to Remove three (3) sectional overhead doors and replace with new sectional overhead doors, remove two (2) windows and replace with two (2) new windows, remove three (3) light fixtures from the covered shop area and replace with three (3) new light fixtures on same circuit, install approx. 180 L.F. of 1-1/2" PVC water line to shop at Big Lake National Wildlife Refuge as contained in the Line item number 0001 of the Line Item Summary (Page 2) of the Request for Quotation. The work site is located on the Big Lake National Wildlife Refuge property, P.O. Box 67 Manila, AR 72442. Big Lake NWR is located in northeast Arkansas adjacent to the boot heel of Missouri. From Blytheville, travel west on State Highway 18 approximately 15 miles. From Jonesboro, travel east on State Highway 18 approximately 35 miles. Headquarters is located on the north side of the highway. Various directional signs are located along the route. Telephone number 870-564-2429. CONTRACTORS ARE URGED TO VISIT THE SITE AND BECOME FAMILIAR WITH EXISTING CONDITIONS. Claims made by the Contractor for extra work caused by their failure to visit the site will not be allowed. The tentative RFQ issue date is on or about October 20, 2005 with a November 18, 2005 closing date. A firm fixed price purchase order will be issued with a performance period of 60 days from the Notice to Proceed. The anticipated award date is November 22, 2005. The RFQ documents will be available electronically on the Federal Business Opportunities website. The FWS is currently using Electronic Commerce to issue solicitations and the resulting award. The RFQ documents will be available at the Federal Business Opportunities website at http://ideasec.nbc.gov under RFQ Number 401815Q187. In order to submit a quote on-line, you must be registered at the Central Contractor Registration (CCR) website at http://www.bpn.gov. Use of a Dun and Bradstreet (Duns) and Federal Tax Identification Number (TIN) is required. You may obtain your DUNS number from Dun and Bradstreet free of charge at (800) 333-0505.
