- Solicitation No. W81XWH-06-T-0030 will be issued on or about 26 October 2005 and proposals will be due on or about 31 October 2005 at 1:00 p.m. E.S.T. The Government requirement is to provide Financial Management Contract Support Services for the Re source Management Division at the Walter Reed Army Institute of Research (WRAIR) in Silver Spring, MD. In order to effectuate the overall goals and mission, the Resource Management Division of WRAIR has identified the need to improve the existing Manageme nt Control Program. The objective of this task is to (1) conduct a risk assessment of the current management control program practices and provide recommendations for improvements to facilitate the mission of proper allocation, monitoring, and management of funds within the Command and (2) work with management to facilitate the development of a more effective Management Control Program throughout the WRAIR. The contractor will design management structures that help ensure accountability for results and in clude appropriate, cost-effective controls. The contractor will perform a management review of current WRAIR Management Control Program operations which will include the 5-year Management Control Plan, the risk management, program documentation, and mitig ation of identified risks. Upon completion of the management control review process the contractor will provide the Director, Resource Management with a complete and detailed plan for improving the Management Control Program. The Contractor will assist i n the development of an effective management control program that meets standards issued by ranking headquarters. The Contractor will further ensure that the management analysts assigned to the Resource Management Division are cognizant of an can propertl y execute the WRAIR Management Control (MC) plan. The Contractor will assist WRAIR managers with their responsibilities and documentation requirements. The North American Industry Classification System (NAICS) code for this procurement is 541611 with a s ize standard of $6,000,000 million average annual receipts. Proposals will be evaluated on a commercial firm-fixed-price or labo r hour basis and any resulting contract will be issued as a firm-fixed-price award to include a base year and one option year period.
