- RFP SP0100-03-R-0138, is for the purchase of the following: Item 0001, Parka, Desert - NSN: 8415-01-470-2065(S) - MIN: 99,996/MAX: 349,992; Item 0002, Parka, Woodland - NSN: 8415-01-228-1306(S) - MIN: 300,000/MAX: 600,000. Applicable specification is MIL-P-44188D, dated 22 November 1993; pattern date is 30 July 1993. Multiple awards are anticipated, (possibly four awards) therefore solicitation will be issued as follows: Parka, Woodland: 30% Small Business Set-Aside; 40% Small Business Set-Aside; and 30% Unrestricted with Evaluation Preference for Hub-Zones; Parka, Desert: 100% Small Business Set-Aside. Best Value/Source Selection procedures will be utilized with the following evaluation factors: Product Demonstration Models (PDMs), Experience/Past Performance, Surge Capacity, Socio-economic Program Support, DLA Mentoring Plan and JWOD Program Support. NOTE: Socio-economic Program Support and JWOD Program Support evaluation factors will be included in the Unrestricted portion only. Acquisition will include one 100% Term Option. Eight deliveries will be required to New Cumberland, PA and San Joaquin, CA, commencing 180 days after date of award. Prior procurement history is as follows: Parka, Desert, 7,000 ea. @ $137.00, award to Tennier Industries, NOV 2002; Parka, Woodland, 160,128 ea. @ $130.14, Tennier Industries, SEP 2002. Availability of solicitations, FAR 5.102(a)(7) applies, as our office no longer issues solicitations or amendments in paper form.
