AMENDMENT NO. 2 1. The closing date for Receipt of Proposals is October 20, 2005, 1:30 PM, local time. 2. Clarification to Question No. 2: There is no new equipment list available at this time. 3. Clarification to Question No. 13: The contract will be for a period of five (5) years firm, with up to ten (10) additional years thereafter, for terms of one (1) to five (5) years (see page 72(c), second paragraph). ATTACHMENT: Minutes of Pre-Proposal Conference Copy of Sign-in Sheet END OF AMENDMENT NO. 2 MINUTES OF PRE-BID CONFERENCE Request for Proposal Number GS11P05-YEC0234 that will provide for Cafeteria Services at the Hubert Humphrey Building, 200 Independence Ave., SW, Washington, DC is hereby amended to provide the following information. A pre-bid conference was held on October 5, 2005 and conducted by Marisol Vargas-Busch at the Hubert Humphrey Building. The purpose of the conference was to provide a briefing on the contracting concept, the scope of work the specifications, so that bidders could ascertain the complexities of the services to be performed. In addition, following are questions and answer presented at the pre-bid conference. 1. Proposal due date is October 20, 2005 by 1:30 PM (local time). Questions and answers from the pre-bid meeting held on 10/5/2005. Question #1: What renovations are being done Answer: New ceilings, paint and minor repairs as per the statement of work Question #2: Will there be any new equipment being put in the cafeteria Answer: Yes, but not sure at this point, Joe Dobson will provide Contracting Officer with a list, which will then be forwarded to bidders. Question #3: How long will the temporary facility be used? Answer: The period will be January 3, 2006 through February 1, 2006. Question #4: Are the foods that are to be served at the temporary location to be complimentary to what will be served in the cafeteria? Answer: No, should be foods that can be prepared as cold meals for take out only. Question #5: Will there be a drainage system where the Coffee Cart is to be located? Answer: Yes, there is a sink located behind the Coffee Cart that can be used. Question #6: Who pay's for removal of trash? Answer: The Contractor. Question #7: How do you rate past performance, where is GSA getting the information to rate past performance and how is Reputation rated? Answer: The NIH Contractor Performance System, and references. Question #8: Are there any sales figures for the Coffee Shop? Answer: $75.00 Question #9: Does the data on page 11 of the RFP, dollar amount include taxes? Answer: Thomas Cason/GSA will check further. Question #10: Does the current contractor provide catering service? Answer: Yes Question #11: When hiring new employees will they be allowed to enter the facility before clearances are received from FPA? Answer: No. All clearances should be received before the award. Fingerprint charts may take longer, and are at the expense of the contractor. Question #12: How will the contractor make the competitive range? Answer: Example: Once the evaluations are done and there are a number of Contractors in the range say: 800-900 then only those companies will be considered to be in the competitive range and will receive further review. If the incumbent contractor is within the competitive range then no further consideration of other contractors will be made. This will be done after all evaluations are done and a recommendation from Source Selection Committee Members are sent to the Contracting Officer. Question #13: How long is the contract for? Answer: 5 years, with a maximum length of time 15 years. Marisol Vargas-Busch will provide clarification. 2. Comments: Upon the walk through prospective bidders were ask not to take pictures.
