Description
NAICS Code: 334516 In accordance with FAR subpart 13.106-1(b), the U.S. Environmental Protection Agency (EPA) seeks to negotiate on a sole source basis to TSI, Inc., for the purchase of an ultra fine condensation particle counter (TSI Model 3025A). The US EPA, National Risk Management Research Laboratory (NRMRL) located in Research Triangle Park has undertaken a project to measure the exchange of small particles between the atmosphere and biosphere. Due to the small size and potentially high concentrations of particles expected, in addition to the sensitivity and time response requirements for flux measurements, the detection system must meet strict design specifications. The analyzer must continuously detect particles down to a minimum size of 3 nm (diameter) with 50% efficiency. The analyzer must continuously detect particles up to a maximum size of >3 um (diameter). The analyzer must measure particle concentrations up to 9.99 x 104 particles/cm3. To measure exchange fluxes using the eddy covariance approach, the analyzer must have a response time of 1s or less. The analyzer must have a high inlet flow rate (up to 1500 cm3/min) with automatic volumetric flow control. The instrument must have a concentration accuracy of +/- 10% and a false background count of <0.01 x 104 particles/cm3. The instrument will be deployed on elevated platforms above forest and agricultural canopies, and therefore must weight 30 lbs or less. The analyzer must contain an internal vacuum pump. The physical dimensions of the analyzer must not exceed 15"Wx10"Dx10"H. The analyzer must tolerate ambient temperatures in the range 10 to 35 oC and 0 to 90% relative humidity. The instrument must have RS232, analog voltage, and pulse output capability. Interested parties who feel that they possess a product that can meet the requirements above can submit technical documentation to establish the potential of complying with the specifications. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. Phone requests will not be honored. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
