Description
This replaces the previously posted synopsis, N0002405R4143, dated 10 February 2005. The Naval Sea Systems Command (NAVSEA) has a requirement to inspect, disassemble, repair, overhaul, modify, replace and test AN/STC-2(V) and Marcom Integrated Voice Communications Systems (IVCS) Equipment and Components for AEGIS Class ships. A Basic Ordering Agreement (BOA) with L3 Communications, 1 Federal Street, Camden, NJ 08102 for a period of 36 months will be issued. L3 Communications is the sole producer of the AN/STC-2(V) IVCS and is currently providing the MarCom IVCS systems for AEGIS Class ships. The government does not have a technical data package which would permit competitive acquisition of IVCS hardware or repair services, and the Statement of Work cannot be modified to allow other sources. See numbered note 22. Note 22? The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
