Description
BOILER RENTALS BLDG'S 1801 AND 1172 CP Provide supplies and services necessary to provide, install, hookup and startup one (1) each 100 HP power steam boiler rental complete and ready to use @ bldg 1801CP (Gymnasium) and one (1) each 60 HP boiler for bldg 1172 CP (Chapel) Nav. Station Newport RI. BLDG 1801 GYMNASIUM The power boiler shall be capable of 3,400 PPH steam @ 10 psi. The boiler shall be housed within a trailer, trailers are to include all necessary ancillary equipment to support the boiler such as condensate tanks/pumps, feed water pumps, fuel oil pump(s), tank(s) and filters, chemical feed systems, boiler blowoff tank w/cooling system and lighting. Each boiler assembly shall be fitted w/steam trim controls that shall comply w/ASME CSD and State requirements. Oil fired equipment shall have a minimum of 500 gallons oil storage within the trailer, there shall also be secondary containment for the oil tank(s). Secondary containment shall be 110% as required by code. BLDG 1172 CP CHAPEL: The power boiler shall be capable of 2,070,000 btu's/hr @ 20 psi water pressure/boiler to have water trim (or trailer capable of conversion to heating hot water). The boiler shall be housed within a trailer, trailers are to include all necessary ancillary equipment to support the boiler such as condensate tanks/pumps, feedwater pumps, circulating pumps, fuel oil pump(s), tank(s) and filters, chemical feed systems, boiler blowoff tank w/cooling system and lighting. Each boiler assembly shall be fitted w/steam or water trim controls that shall comply w/ASME CSD and State requirements. Oil fired equipment shall have a minimum of 500 gallons oil storage within the trailer, there shall also be secondary containment for the oil tank(s). EXECUTION: Delivery of the trailers shall be as requested by the contract office. The government will notify the vendor one week (7 calendar days) before the units are expected to be delivered and 100% operational. Duration of rental will be for a time not to exceed seven month's. The proposed location of the trailers are as shown on drawings 4614905-1801 and 4614905-1172. Piping/hoses: The contractor is required to provide all piping, hoses, wiring harnesses necessary to connect building steam, condensate, make up water, and electrical systems to trailers. The contractor is required to provide all labor and material to install all steam, condensate, fresh water, heating hot water, and electrical wiring. Connection points are to be determined. Any leaks on above hoses or at threaded adapters on hose ends will be cause for rejection. 1801 INSTALLATION The contractor shall provide @ least the equivalent of 4" pipe for steam connections and a 1" connection for condensate, fresh water make up shall also be 1". Steam piping from trailer to mech room shall be schedule 80 steel, insulated w/2" fiberglass insulation covered w/aluminum jacket. Condensate shall be 1" schedule 40 pipe, fresh water shall be 1" L copper hard tubing, heat traced as needed. Provide weldolet type fitting on the 6" Low pressure steam main within 1801 (see sketch 4614905-1801-M1). Penetrate wall of mech room near and above south mech room entrance (avoid penetrating asbestos transit board). Condensate-provide temporary condensate pump set to pump building returns into trailer. Condensate currently gravity fed into distribution system. Locate 1801 rental boiler off south end of building w/10' min setback off building's east face, do not obstruct access to any mechanical room door (see sketch 4614905-1801). Operation of 1801 shall be as follows: Boiler and system to maintain 10 psi, boiler safety(s) set @ 15 psi 1172 INSTALLATION The contractor shall provide 1 1/2" supply line and an 1 1/2" return line and tie into heat exchanger return side maintaining no more than 12" between the two connections on the return main to the heat exchanger (line size of building piping maybe 1 1/4"-field verify all building connection sizes). Contractor to provide circulator needed to circulate water from trailer to building. (See sketch 4614905-1172-M1) Core drill foundation wall as needed to facilitate all temporary piping. Primary/secondary piping is to be established. Provide food grade antifreeze, the blend should provide protection down to 15 deg F. Locate 1172 rental off south end as well with 25' min setback (see sketch 4614905-1172) Operation of 1172 shall be as follows: Boiler and hydraulic system to maintain 20 psi, boiler safety(s) set @ 50 psi, temp 170 deg F NOTE: Any piping sizes mentioned (1801 and 1172) are to be verified by the contractor on prebid field visit, required 4" steam piping @1801 may need to be augmented if pressure drop during high steam demand is excessive. Electrical/general: Electrical harness shall also be free of defects/wear/breaks in the insulation. There will be 60A 3 phase 208 volt service available, for each unit. Length req'd not to exceed 150'. All wiring IAW NEC. Fresh/make up water/general: The contractor is required to provide all necessary backflow prevention when connecting to available water supplies. The fresh water connection must be heat traced to prevent freezing. The contractor is responsible for setting and leveling trailers in locations shown on drawings. The contractor shall connect all hoses and wiring as needed. Lengths provided in this specification are for approximation only, actual lengths req'd are up to contractor to assess on prebid visit and or @ time of installation. Boiler Preinspection Upon arrival on base the boilers shall be subject to an inspection by the government boiler inspector. Each inspection shall include the following: Internal inspection: Boiler handhole and manhole covers (if applicable) are to be removed for tube inspections, water column plugs are to be removed and LWCO's are to be opened for inspection also. Hydrostatic inspection: After successful internal inspection each boiler will be subject to a hydrostatic test not to exceed safety valve setting. Firetube boiler doors will need to be opened for this, burners of smaller boilers may need to be removed as well to access tubesheets during hydro's. Operational test: All mechanical and electrical safety devices will checked for proper operation. Combustion analyses req'd. Any test or inspection that the government inspector finds deficiencies with will be cause for rejection for that boiler/heater. Deficient item shall be repaired or replaced, if not the contractor must provide a different boiler. Contractor is responsible for maintaining all equipment in a safe operating condition, the government will provide boiler watch standers that will provide the necessary blowdown of the various water level controls. The contractor shall be responsible to have on call a licensed burner technician for both start up of units and for trouble call availability. Should any boiler shutdown on flame failure (or any other reason) the government may elect to reset unit once, but any further trouble calls on the boiler shall be reason to call in licensed burner technician. The contractor shall have a 24 hr number for emergency burner service as/if needed. Chemicals- If the contractor wishes for the government to chemically treat boiler(s) then the contractor must provide the chemicals complete w/MSDS' and appropriate training. ENVIRONMENTAL The oil fills shall have a 5 gallon spill bucket around each tank fill. The oil tanks shall have secondary containment within the trailer, any external containment necessary will need to be approved by NAVSTA's Environmental Department. COMPLETION The contractor shall restore all disturbed areas to original condition including replacement of damaged hedges @ 1801. Grade loam and seed all other distubed areas. Oil deliveries are the responsibility of the government. This purchase order is for the time specified, however, it may be necessary to reduce the rental period of the boiler due to delayed award. This contract shall be based on a per month cost, the minimum period would be 5 months, the max period would be 7 months. In addition to the base bid provide a good faith proposal on the cost of extending the boiler rental agreement per week. The actual date rental begins will be upon successful completion of operational tests for each boiler, operational test would be after internal, external and hydrostatic tests.
